Remarks: The 2nd circulation concluded some time prior to 3 November 1988 with a vote tally of IIIA-1; IV-5; request for recirculation-1. Archived materials note the following regarding this vote tally. "Information from additional observer (Gary Bowman) has been received -- we may wish to resubmit the record, as it appears likely that the original documenting observers were looking at two different birds after the flock of gulls took off, thus explaining the differing descriptions of the tail." This record received its 3rd circulation during the period 13 April to 19 June 1989 but did not reach a decision. The voting tally was the following: IIIA-3; IIIB-1; IV-3.
