Remarks: Found by Eric Secker. Note that Record 2017-038 is also of a Neotropic Cormorant seen 24 miles down the Fox River (20 miles direct distance) during 9-18 July 2017 and not after.
Documentation #1 mentions that photographs were obtained. These were not submitted with the documentation, and the observer told the IORC Secretary when asked about them that "I don't have the photo anymore (probably in some drive hidden somewhere)."
